If God knew who would choose evil, why create them? The question assumes that a being's identity exists prior to its choices, waiting to be filtered. It does not.
A creature who never faced a real decision is not the same creature examined and approved; it is a different creature altogether. To create only those who would choose well is to create no one who chooses.
The parable of wheat and tares is not indecision. It is the refusal to end the process before the process has said anything true.
